The Beijing Academy of Educational Sciences was established in February 1996. There are 337 on-the-job employees. Since 2003, the basic education teaching research center of Beijing Institute of Educational Sciences has been commissioned by the Beijing Education Commission, and has done a lot of theoretical research and practical exploration in the quality monitoring and evaluation of compulsory education.

This system software is mainly used to monitor comprehensively and systematically the teaching quality at the stage of compulsory education and the related factors affecting the teaching quality, so that the Beijing Academy of Educational Sciences can accurately report the present situation of the teaching quality of compulsory education to the Beijing Educational Administration Department, provide information, basis and suggestions for educational decision-making, and provide information for districts, counties, schools and individual students in Beijing. Diagnostic information can give full play to the role of diagnosis, feedback, guidance and development of teaching.
